INTRODUCTION
The policies recorded in the University of Kansas Libraries Access Policy
apply to the following locations of the University library system:
· Anschutz Library including the T.R. Smith Map Collections
· Gorton Music and Dance Library
· Murphy Art and Architecture Library
· Regents Center Library - Edwards Campus
· Spahr Engineering Library
· Watson Library
Spencer Research Library and the Wheat Law Library on the Lawrence campus, and Dykes Library at the KU Medical Center, are covered by separate policies.
The University of Kansas Libraries serve the information needs of the University community, the scholarly world, and the general public. The resources and services of the Libraries have been assembled to meet the specific needs of the members of the University community. The mission of the Libraries is based on the dual goals of providing access to information while assuring preservation of the collections. In achieving these goals, the Libraries will ensure access for all users who need information while implementing appropriate standards to provide for the preservation of library materials.
Access to library resources is a complex issue owing to the changing nature and make-up of the Libraries' collections and services. The Libraries' users may be divided into groups: those who are authorized members of the University of Kansas community, those who access the collections and services based on terms of a consortial agreement, and others. Individual users share access to the finite resources of the KU Libraries with all other users. To assure access to resources in heavy demand or to ensure the preservation of the materials, each user category has been provided with a unique set of library services.
PRIVACY AND CONFIDENTIALITY
It is the Libraries' intent to protect the privacy of each individual's intellectual
investigations. Confidentiality of users' transactions with the Libraries
-- information concerning use of the Libraries' services and resources --
will not be released except upon receipt of a lawfully issued subpoena, search
warrant, or other judicial order.
RESPONSIBLE USE OF ELECTRONIC RESOURCES
Access to electronic resources, collections and services provided by the University
of Kansas Libraries is governed by campus policy on “Responsible Use.”
Per that policy, library users are expected to be responsible network citizens
and to refrain from excessive use of resources and from making use of resources
in any way prohibited by campus policy (e.g., for the purpose of solicitation).
Priority access to electronic resources and services is given to activities
that support the University’s teaching, research, and service missions.

Electronic resources available from the Libraries’ web site are licensed by the University of Kansas Libraries for non-commercial use by KU faculty, staff, students, and on-site visitors at KU campus locations, for educational or research purposes only. For additional information, please see “Appropriate Use of Licensed Electronic Resources.”
DEFINITION OF LIBRARY SERVICES
Full Library Services are available to KU students, faculty,
staff, and authorized affiliates
and include:
· On-site access to facilities of the KU Libraries system
· On-site access to computer workstations with productivity software,
scanners, and laser printing
· Access to electronic information resources (some restrictions may
apply)
· Interlibrary loan and document delivery services (including Web Retrieve
and Retrieve from Shelf)
· Borrowing privileges for circulating collections
· Basic and specialized reference and instruction services
· University faculty, staff, and graduate students may sponsor up to
three individuals to act as their library proxies
Access to most computer workstations requires authentication with the KU Online ID and Password. Access to printing requires authentication with the KU Online ID and password, and value in the Beak ‘Em Bucks account supported by the KU Card program. A limited number of Express Workstations that do not require authentication are available, free dot-matrix printing is available in Anschutz and Watson. Remote access to licensed databases, electronic journals, and electronic books requires authentication with the KU Online ID and Password.
In order to borrow library materials for on-site or off-site use, and in some cases to request library services, a valid KU Card or a KU Library Proxy Card must be presented. A proxy must show current photo identification each time a Proxy Card is presented.
Access to Full Library Services is determined by your status in University personnel and student records and requires current enrollment for KU students, active employment for KU faculty and staff, or status as an authorized affiliate, and may be affected by limits in duration of enrollment and/or employment with the University or by the expiration date recorded on the KU Card.
Basic Library Services are available to individuals who are not affiliated with the University including KU Alumni, Kansas residents, and individuals authorized by reciprocal borrowing programs.
Basic library services include:
· On-site access to facilities of the KU Libraries system
· Borrowing privileges for circulating collections (for qualifying
individuals)
· On-site use of computers designated as Express Workstations for access
to the Library Catalog and selected electronic resources (some restrictions
apply)
· Basic reference services
Interlibrary Loan (including Web Retrieve and document delivery services) and remote access to databases are not included in Basic Library Services. The Retrieve from Shelf Service is available only for collections shelved in the Annex.
In order to borrow library materials for on-site or off-site use, and in some cases to request library services at the Basic Library Service Level, a currently valid KU Library Borrower Card must be presented.
Access to Library Catalog. The Library Catalog is accessible to all users from the Libraries’ home page, click the Library Catalog or Books at KU link. Within library facilities, the catalog is available without authentication at the Express Workstations or at other workstations by authenticating with the KU Online ID and Password.
On-site access. Even when not authorized for borrowing privileges, users have on-site access to the University of Kansas Libraries, where many, but not all, items in the collection may be accessed and read on the premises. In some cases, restrictions to access may apply due to contractual agreements or preservation concerns. All library users, regardless of affiliation, may use many of the library databases while visiting the KU Libraries. Remote access is determined by specific licenses with database vendors and is restricted to current KU faculty, students, staff, and authorized affiliates.
Suspension of access to Library Services. Access to Library
Services is available to individuals in good standing with the Libraries.
Borrowing privileges, and when applicable, access to Interlibrary Loan and
remote access to databases, are suspended when:
· Any borrower accumulates a total of $80.00 or more in unpaid library
charges
· A KU student is no longer enrolled, a faculty or staff member is
no longer employed, or the status as an active affiliate has ended
· The KU Library Borrower Card has expired or the borrower no longer
qualifies for library privileges
Proxy privileges will be suspended if the combined total due from the sponsor and all proxies equals $80.00 or more, or if the sponsor is no longer employed or enrolled by the University.

PLEASE NOTE; Use of the KU Online ID and KU Card also require current
enrollment or employment with the University.
Ø Current enrollment is defined as enrolled for the current semester.
During June and July, enrollment for the summer session or for the coming
fall semester qualifies as current enrollment.
Ø Current employment requires active payroll status or active status
as an authorized affiliate in KU (Lawrence & Edwards) personnel records.
